No, a 4 second sample like this evokes the entire, already established, successful, piece of music along with all the cultural, historic and aesthetic connotations that go along with it.
If it really was only ‘a 4 second bass line’ it would take very little for someone to actually come up with a new one.
‘Beats’ like this are blatant attempts at taking a short cut to creative success without putting in any actual work or taking any creative risks.
